PROBLEM TO BE SOLVED: To solve the problem that the conventional camera abnormality detection device causes a deterioration in determination performance instead of being a proper reference image and also has to adjust comparison determination reference according to a camera installation environment when an object and a person other than a background image is projected during acquiring a camera image because of acquiring the camera image at updating timing for a reference image. SOLUTION: This camera abnormality detection device is provided with: an image receiving part for receiving an image transmitted from the camera; a reference image storing part for storing a value estimated as a standard image transmitted from the camera as a reference image; an abnormality determining part for comparing an image received by the image receiving part during operating with the reference image stored in the reference image storing part to determine the existence/absence of a camera abnormality according to a prescribed criterion; and a criterion correcting part for sequentially correcting a criterion to be used by a reference image correcting part for sequentially correcting the reference image stored in the reference image storing part or by the abnormality determining part on the basis of the image received by the image receiving part.
