PROBLEM TO BE SOLVED: To provide a communication system capable of securing transmission quality by saving the number of usage lines without increasing a transmission output, and to provide a communication method using the communication system. SOLUTION: The communication system 10 includes: first and second communication lines 51, 52 arranged along an orbit R where a train T is travelled, and divided into two or more sections; transmission devices 31, 32 connected to the respective communication lines 51, 52; a B-station control part 33 connected to the transmission device 31, 32; and a B-station information input part 34 for inputting train information. The B-station control part 33 controls so that a noise level in the second section 2 is predicted from the speed and noise level when the train T is travelling in the first section 1, and the transmission speed of the transmission device 32 is determined.
