PROBLEM TO BE SOLVED: To provide a dimming structure for exhibiting a dimming function throughout a wide wavelength region with a low driving voltage, and to provide a manufacturing method thereof, and a dimming system using the same. SOLUTION: The dimming structure includes an optical function layer wherein at least one refractive index changing layer and at least one light-transmissive layer containing a polymer having a light-transmissive property are alternately laminated. The refractive index changing layer contains liquid crystal drops having liquid crystals changing the refractive index by application of an electric field, as a main component and the polymer having light-transmissive property, wherein the polymer having light-transmissivity existing within 5 nm from surfaces of the liquid crystal drops, is oriented.
