PROBLEM TO BE SOLVED: To provide a deterioration state measuring device and a deterioration state measuring method, which evaluates accurately the deterioration state of a measuring object. SOLUTION: A resistance measuring part 7 measures an insulation resistance of the measuring object I in the dry state and in the wet state, and a deterioration state determination part 8 determines the deterioration state of the measuring object I, based on a measurement result by the resistance measuring part 7. In the state where a contactor 2 and a contactor 3 are in contact with the measuring object I, the resistance measuring part 7 measures a resistance value of the measuring object I in the dry state. In this state, a liquid such as water is sprayed to the measuring object I by using a spraying device or the like, and the resistance measuring part 7 measures the resistance value of the measuring object I in the wet state. The deterioration state determination part 8 determines the deterioration state of the measuring object I based on the resistance value in the dry state, and the resistance value in the wet state, to thereby measure the fouling state of the measuring object I.
