Disclosed therein is a fluorescent lighting blower of a functional heating and cooling apparatus using an ultraviolet lamp, which can control indoor temperature, purify indoor air and remove bad smells. The fluorescent lighting blower includes an ultraviolet lamp and blower blades coated with photo-catalyst to purify air by means of photo-catalysis and a fluorescent body reactive to ultraviolet rays. Accordingly, the fluorescent lighting blower can simply purify air by the heating and cooling apparatus without needing to mount an air purifier separately mounted indoors.
