The element (10) has a valve housing (14) fastened to a pipeline, and a valve member (16) shifted along a longitudinal axis of the element between positions. The valve member is sealed in a position, in which an opening is formed in a pipeline wall in relation to environment atmosphere, and is released in another position. The valve housing is formed in a hollow cylindrical shape and has a valve seat formed at an inner periphery of valve housing sections (18, 20). The valve housing sections are connected with each other by a conically formed valve housing section (22).
