A low temperature fuel cell especially for test purposes has the membrane electrode (2) as a separate module and secured in a dedicated support frame. The test cell has separate fittings to secure flow field plates and or gas diffusion plates. The membrane module can be circular and secured by a clamping ring and held in a rectangular outer frame (7, 8).
