PROBLEM TO BE SOLVED: To provide a relaying device which reduces a delay at delivering a message.

SOLUTION: The apparatus is provided with: a memory unit 120 which makes first discrimination information discriminating a SIP (Session Initiation Protocol) terminal correspond to second discrimination information discriminating the other SIP terminal predicted as a transfer destination of a message sent from the SIP terminal, and stores them a transceiving unit 101 which receives a request message which is received before the transfer message transferred to the other SIP terminal, and includes a processing request about the communication and the first discrimination information from the SIP terminal; an acquisition unit 104 which acquires the second discrimination information corresponding to the first discrimination information included in the received request message from the memory unit 120; and an connection establishing unit 103 which establishes communication with the other SIP terminal of the acquired second discrimination information.
