<p><P>PROBLEM TO BE SOLVED: To provide a controller for a processing apparatus for controlling an integrated circuit based on CMOS. <P>SOLUTION: DVS control is established by determining a voltage frequency profile for processing resources for completing a task within a timing limit. The voltage frequency profile is determined by restricting a usable operation frequency to a large number of discreteness permission operation frequencies. In one embodiment, acceptance of the voltage frequency profile is performed by determining whether or not the processing resources perform the task within an allowable time.
