PROBLEM TO BE SOLVED: To provide a regulator for regulating a using condition of a user, based on personal data of the user identified by a finger print data. SOLUTION: This regulator is provided with a finger print acquisition part 101 for acquiring the finger print data; a personal data storage part 105 for storing a data of a person, including the finger print data; an identification part 103 for identifying an individual person, by comparing the finger print data stored in the personal data storage part, with a newly acquired finger print data; and a regulation part 109 for regulating the using condition, based on the identified personal data. In the regulator of the present invention, the finger print acquisition part acquires the plurality of finger print data, and the identification part identifies the prescribed individual person and regulates the usage conditions, when the finger print data of any of fingers acquired by the finger print acquisition part is consistent with the finger print data of the prescribed person stored in the personal data storage part.
