PROBLEM TO BE SOLVED: To provide a high-accuracy traffic congestion determination device for determining traffic congestion with a simple configuration. SOLUTION: This traffic congestion determination device has: a measurement means measuring a detection signal of a detection means detecting vehicle passage for a set time; a first traffic congestion determination means outputting a traffic congestion signal when a total number per set time is a set number or above; a vehicle kind determination means deciding the size of the vehicle when the total number is less than the set number and is not less than a second set number of a value smaller than the set number; a large-size vehicle measurement means counting the detection signal before the large-size vehicle passes when the large-size vehicle is determined; a small-size vehicle measurement means counting the detection signal before the small-size vehicle passes when the small-size vehicle is determined; a large-size vehicle counting means performing counting when the total number of the large-size vehicles is a setting number or above; a small-size vehicle counting means performing counting when the total number measured by the small-size vehicle measurement means is a set number or above; and a second traffic congestion determination means deciding a traffic congestion when the total number measured by the large-size vehicle measurement means and the small-size vehicle measurement means is a set number or above when the number of passing vehicles becomes a set number or above.
