PROBLEM TO BE SOLVED: To provide an optical element which suppresses generation of color unevenness when white light is made incident and luminance unevenness when the white light or monochromatic color is made incident and is easily manufactured. SOLUTION: The optical element has a substrate 2, a plurality of cylindrical objects 3 provided on an emission surface 2a of the substrate 2, a plurality of cylindrical object units 3A are constituted by arranging six cylindrical objects 3 in the regular hexagonal shape and in the cylindrical objects 3 constituting the cylindrical object unit 3A, a diameter R of the maximum inscribed circle in a cross section on a surface perpendicular to a projecting direction is 0.1 to 3 times of used wavelength, a height H is 0.5 to 5 times of the diameter R, a pitch P1 is 0.5 to 5 times of the diameter R, and a pitch P2 is larger than 3 times of the pitch P1.
