<P>PROBLEM TO BE SOLVED: To provide a ventilating opening device capable of easily cleaning the inside, inhibiting corrosion of a member, reducing its maintenance and keeping good design even when a liquid storing member is enlarged. <P>SOLUTION: A first cylindrical member 10 is disposed in a through hole 3a formed on a building wall 3. The first cylindrical member 10 has a first flange portion 10f formed at an outside air side of the first cylindrical portion 10c provided with a first ventilation hole 10e. The liquid storing member 40 for storing the waste liquid taken out from the first ventilation hole 10e, is detachably mounted on the first flange portion 10f.
