<P>PROBLEM TO BE SOLVED: To prevent developing operation failure caused by disturbance (e.g., nonuniform distribution of developer or reverse flow of developer to a developer supply path) of stored developer in a low-frequency usage developing unit, when a rotating holder is rotated by a predetermined amount when a rotary type developing device has the low-frequency developing unit. <P>SOLUTION: A development control device 20 includes a rotation amount measuring means 21 that measures the amount of rotation of the rotating holder 4; a development drive amount measuring means 22 that measures the amount of drive involved in the developing operation of each of the developing units 3; and an idle drive control means 24, with which when there is any low frequency use developing unit 3, in which the amount of drive involved in the developing operation measured by the measuring means 22 is not larger than a predetermined amount, within a predetermined period corresponding to the amount of rotation of the rotating holder measured by the rotation amount measuring means 21; the low use frequency developing unit 3 is idly driven for a predetermined time so as to make the developer distribution uniform.
