PROBLEM TO BE SOLVED: To provide a radio controller, etc., capable of reducing transfer delay, network resource waste, or the like. SOLUTION: The radio controller RNC comprises a link setting part 33 for setting a first radio link RAB#1 with a first mobile station MS#1 through a first base station BS#1 and setting a second radio link RAB#2 with a second mobile station MS#2 through a second base station BS#2, storing parts 31 and 32 for respectively associating information related to the first or second radio link RAB#1 or #2 with address information (IP address) of the first or second mobile station to store the associated information and address information, and a packet transferring part 37 for using information related to the second radio link RAB#2 associated with the address information (IP address) of the second mobile station included in a packet transmitted from the first base station BS#1 to transfer the packet to the second base station BS#2.
