PROBLEM TO BE SOLVED: To set an area such as an area to be monitored or a private mask area from a photographing area without requiring complicated operation by a user. SOLUTION: A monitor camera control apparatus includes: a contour image generating means 111c for generating a contour image by extracting the contour of an object included in received photographic image data; a contour image interpolating means 111d for interpolating the contour image such that a contour part in the generated contour image becomes a line component; a closed area detecting means 111e for detecting closed areas based on a predetermined condition, as candidates of an area to be monitored, from a closed area formed from the line component contained in the interpolated contour image; an editing means 111f for editing the size of the detected candidates of the area to be monitored; determination means 111g, 111h for determining an edited candidate of the area to be monitored as the area to be monitored; and a transmission means 112 for transmitting the determined area to be monitored to a monitor camera.
