PROBLEM TO BE SOLVED: To determine the kind of a cell including a user device easily in a mobile communication system storing a plurality of carrier frequencies. SOLUTION: In the cell of the mobile communication system, a primary notification channel is transmitted at fixed intervals, and the primary notification channel notifies scheduling information indicating the location of a first scheduling unit including information to be notified by the cell. The first scheduling unit notifies information indicating that the cell is a dominant cell or a subordinate one, thus suppressing the overhead of the system and allowing the user device to determine the kind of cells to be connected quickly.
