PROBLEM TO BE SOLVED: To solve the problem that since it takes a long time to acquire waveform data by simulation, and to calculate power consumption from the waveform data in a method by an analysis tool for evaluating power consumption by a predetermined clock unit from waveform data in the RTL design stage of a semiconductor integrated circuit, it is not possible to achieve highly precise power consumption transition or the power analysis of a peak power or mean power consumption in a relatively short time. SOLUTION: This power consumption analyzing method is characterized in to calculate the power consumption of a waveform data acquisition section selected and set by dividing a simulation period based on waveform data output by simulation, and to calculate an access time per a unit time to a memory in an LSI as an operation rate for all sections, and to calculate the power consumption of any section other than the waveform data acquisition section from the power consumption and operation ratio of the waveform data acquisition section.
