PROBLEM TO BE SOLVED: To provide a message exchange apparatus and a message exchange method that can facilitate message exchange with other users about documents viewed by users and can make information notification for promoting message exchange according to document view history information. SOLUTION: The message exchange apparatus comprises a viewed document information acquisition means for acquiring document information viewed by users on computers, a viewed document information management means for storing and managing the viewed document information, a document viewing user information display means for displaying information about all the users viewing a document, a message registration means for registering messages to the viewed document, a message disclosure designation means for designating partners in the disclosure of the registered messages, a message management means for managing the messages to the document, and a message display means for displaying the document and the registered messages to the document.
