PROBLEM TO BE SOLVED: To provide a structure having enough settlement preventive effect and high water permeability as an artificial ground structure of building and to provide a reliable building without an uneven settlement accident. SOLUTION: A building is constituted of an artificial ground 1 arranged at a lower position than a ground surface and a building 2 constructed on the artificial ground 1. The artificial ground 1 is provided with a resin block layer 3 arranged by occupying a prescribed depth area which is lower than the ground surface. The resin block layer 3 is formed by aligning a lot of resin blocks 5 made by a resin (excluding a resin foam) and water can be penetrated to inside of the layer through an opening.
