PROBLEM TO BE SOLVED: To provide a new coating material for forming a titanium-zirconium film which is good in storing stability, and can largely improve adhesion to a metal substrate and corrosion resistance, to provide a method for forming the titanium-zirconium film, and to provide a metal substrate coated with the titanium-zirconium film. SOLUTION: The coating material for forming the film containing titanium-zirconium, contains an aqueous liquid containing titanium-zirconium, which is obtained by reacting (A) at least one titanium compound selected from the group consisting of a hydrolyzable titanium compound, a low condensate of the hydrolyzable titanium compound, titanium hydroxide and its low condensate, (B) at least one zirconium compound selected from the group consisting of a hydrolyzable zirconium compound, a low condensate of the hydrolyzable zirconium compound, zirconium hydroxide and its condensate, with a hydrogen peroxide aqueous solution.
