A method for determining a motion vector is provided to propose a direct mode motion vector extraction technique in a bi-predictive picture defined in a next-generation video compression technology. When a block at the same position of a reference picture has only a list 1 motion vector, the list 1 motion vector of the block at the same position is selected as a motion vector for inducing list 0 and list 1 motion vectors of a bi-predictive block. When the block at the same position of the reference picture has the list 1 and list 0 motion vectors, the list 0 motion vector of the block at the same position is selected as a motion vector for inducing the motion vectors of the bi-predictive block. The selected motion vector is scaled based on a temporal distance between the reference picture and a current picture. At least one motion vector of the bi-predictive block is induced by applying a bit operation to the scaled motion vector.
