<P>PROBLEM TO BE SOLVED: To transmit control information from a master unit to respective terminal devices without adding any circuit configuration and without occupying a time slot. <P>SOLUTION: When the transmission of a control command is issued from a control section 10 of a master unit 1 to a signal processing section 14, the signal processing section 14 sets a transmission possibility code Ax of a time slot A of a synchronizing signal SY to transmission disability, and the synchronizing signal SY storing the control command issued from the control section 10 in allocation information Ay is generated and transmitted from a transmitting/receiving section 12 to terminal devices 2<SB>1i</SB>, 2<SB>2j</SB>. Since control information (control command) for controlling operation of the terminal devices 2<SB>1i</SB>, 2<SB>2j</SB>from the master unit 1 is transmitted while being replaced with transmission disability information Ax, ... and allocation information Ay, ... of the synchronizing signal SY, therefore, a circuit scale is reduced in comparison with a case where a video signal and a control signal are transmitted with frequency division multiplexing.
