<p><P>PROBLEM TO BE SOLVED: To delete a path with the lowest AP priority among existing LSPs when a new application data transmission is requested during NW congestion. <P>SOLUTION: When the AP data transmission is newly requested, the AP priority is mapped to NW priority (Step S1). In the case of congestion in the NW, an inquiry is made to free bands in order from the band with the low NW priority (Steps S5, S6, S10, S11). When the free band is detected, detected route and band are deleted, and the LSP is set (Steps S6-S8). Consequently, the path with the lowest NW priority, i.e., the lowest AP priority is deleted, so that the deleted path can be set. When the band with the low NW priority is not found, LSP setting is regarded as failure.
