<p><P>PROBLEM TO BE SOLVED: To provide an encoder capable of holding the status when log information at the time of fault occurrence is recorded. <P>SOLUTION: A control-multiplex portion 13 monitors an output status of video image packet/voice packet at a coding portion 12 to detect fault occurrence.
