<p><P>PROBLEM TO BE SOLVED: To provide an ETC system capable of decreasing the occurrence of unnecessary restrictions, in a toll road that employs "urban type fare system per distance". <P>SOLUTION: When a vehicle reaches an exit gate, an on-vehicle device informs the exit way side device of the amount of payment (S315), and the exit way side device, having received the amount of payment calculates the amount of refund to the on-vehicle device (S320). The exit way side device informs the on-vehicle device of the amount of refund, when there is the amount of refund (S330), the on-vehicle device having received the amount of refund adds the amount of refund to prepaid remaining value (S360) and turns off a usage restriction flag (S365).
