PROBLEM TO BE SOLVED: To provide an information processing technology capable of reducing failures caused by changing the specification of user information. SOLUTION: A user information management part 100 detects reflection timing candidates based on information to be transferred from a customize accepting part 101, a user information setting part 103, an authentication part 105, a start management part 113, a power control part 114 and a timer 115, and determines whether or not rule information being an object of customization is changed in a rule DB 111 based on reflection timing information stored in the rule DB 111. Then, the user information management part 100 customizes rule information by changing the rule information stored in the rule DB111 according to the determined result.
