PROBLEM TO BE SOLVED: To provide an underfloor air conditioning structure easily installable, having no leakage concerns, and preventing the odor of an antiseptic and the phenol odor of a glass wool heat insulator under a floor from being guided indoors even when a heated air is guided into a living room and an underfloor air conditioning plate used for the structure. SOLUTION: An air flow passage 11 for passing an air conditioning air which allows a supply port 12b to communicate with a discharge port 13b is formed, and the outer surface thereof is formed in an air conditioning surface 10a. An air conditioning device 40 is connected to the underfloor air conditioning plate A (air conditioning plate body 10) laid down under the floor, and the air conditioning air (a) is made to pass through the air flow passage 11.
