PROBLEM TO BE SOLVED: To provide a welding wire manufacturing method, with which formation of a portion in which an enclosed wire is broken can be prevented, and also to provide an apparatus of manufacturing a welding wire and a method of detecting the fracture of the enclosed wire. SOLUTION: For a die device 9A which is located at the endmost position in the drawing direction of a welding wire material 1 and for a die device 9F which is located at the endmost position in the direction opposite to the drawing direction, a measuring instrument for measuring drawing force of the welding wire material is arranged. When the drawing force measured by the measuring instrument becomes smaller than a predetermined reference value, the enclosed wire is decided to be broken, and drawing of the welding wire material is stopped.
