PROBLEM TO BE SOLVED: To provide a polarizing element which is improved in thermal stability at high temperature without impairing transparency nor polarization characteristics, and a manufacturing method thereof, and a polymer complex as a material thereof and a manufacturing method thereof. SOLUTION: A hydroxy group of an amylose part is oxidized to produce an alkoxy radical and then a polyvinyl alcohol part is produced through polymerization reaction of vinylacetate starting therefrom and hydrolysis after that to form an amylose polyvinyl alcohol graft copolymer. Then a solution prepared by dissolving the polyvinyl alcohol, amylose, and amylose polyvinyl alcohol graft copolymer is used to form a polymer complex layer containing them by a casting method etc. Then the polymer complex layer is uniaxially drawn to align a polymer chain, which is made to hold a dichroic substance such as a poly-iodide ion I<SB>2n+1</SB><SP>-</SP>, thereby forming a polarizing layer.
