PROBLEM TO BE SOLVED: To provide a device capable of effectively removing paper dust from sanitary paper without requiring a large device in a manufacturing process of the sanitary paper, and a manufacturing method of the sanitary paper from which the paper dust is removed. SOLUTION: The paper dust removing device 1 of the sanitary paper is provided with a polygonal roll part 10 arranged in a conveyance passage of the sanitary paper 25 delivered from a sanitary paper web roll 20 and having the paper dust attached thereto, equipped with a rotating shaft, and having a polygonal cross section perpendicular to the rotating shaft; and a driving part 11 for driving the polygonal roll part 10. The rotating shaft of the polygonal roll part 10 is arranged to abut to or separate from the conveyed sanitary paper 25 and rotate in the same direction as the conveyance direction of the sanitary paper 25, and the polygonal roll part 10 is rotated in the same direction as the conveying direction in accordance with conveyance of the sanitary paper 25, and thereby, the polygonal roll part 10 repeats abutting or pushing and separating to or from the sanitary paper 25 at a high pressure or a low pressure, and the sanitary paper 25 is oscillated, and the paper dust is removed.
