PROBLEM TO BE SOLVED: To prevent the deterioration of sealing performance by preventing the deformation due to fastening force of a fastening member. SOLUTION: A metal collar 3 equipped with a flange portion 30 abutting on an end surface of an outer cylinder portion 11 to regulate the axial movement of an outside member 1, and an inner engaging portion 31 engaged with an inner cylinder portion 20 to regulate the axial movement of an inside member 2, is inserted in the inner cylinder portion 20. An inner peripheral surface of the outer cylinder portion 11 and an outer peripheral surface of the inner cylinder portion 20 abut on each other on total circumference when the fastening member fastens, thereby preventing a problem of slipping-off.
