PROBLEM TO BE SOLVED: To provide a filter and an air cleaner capable of preventing the deformation of an element, and reducing a number of parts with a simple structure. SOLUTION: The filter 27 is composed of the element 31, and a frame element 32 fixed to the element 31. The element 31 is composed of a main body 33 subjected to pleating so as to alternately have a plurality of crest portions 33a and trough portions 33b, and end plates 34 fixed to both ends of the main body 33 so as to block both end openings of the trough portions 33b of the main body 33. The frame element 32 is composed of an annular outer frame portion 35, and a constructed frame portion 36 integrally constructed in the outer frame element 35. The outer frame portion 35 of the frame element 32 is adhered to an end plate 34 of an outer peripheral portion of the element 31, and a construction frame portion 36 is extended in an aligning direction of the crest portions 33a of the main body 33 and adhered to top portions of the crest portions 33a.
