PROBLEM TO BE SOLVED: To provide a laser driving method capable of easily determining the ratio of a modulation current to a bias current for obtaining a prescribed extinction ratio, and to provide an optical transmitter manufacturing method and an optical transmitter. SOLUTION: The laser driving method includes: a step for allowing the temperature of an LD 21 to be close to a prescribed temperature with a thermo-electric cooler 23; and a step for detecting the light emission intensity of the LD 21 with a PD 22 while changing an electric current to be supplied to the LD 21, obtaining a correlation between the electric current and the optical current of the PD 22, calculating respective driving currents at H and L levels, based on the correlation and the respective optical currents at H and L levels in the PD 22, which are fixed in response to the prescribed extinction ratio and the prescribed average light emission intensity, and then, obtaining a ratio (Im/Ib) between the modulation current Im and the bias current Ib, based on the respective driving currents at H and L levels.
