PROBLEM TO BE SOLVED: To prevent a base isolation plate from moving in contact with a person in a normal state by using a lock mechanism, and to quickly release the lock mechanism in an earthquake. SOLUTION: A latching solenoid with a built-in permanent magnet electrically controls the base isolation plate fixed in a normal state, and the lock mechanism to be quickly released into a base isolated condition in an earthquake. The permanent magnet built in the latching solenoid normally operates the lock mechanism even in an electric failure after the earthquake. COPYRIGHT: (C)2009,JPO&INPIT
