<p><P>PROBLEM TO BE SOLVED: To provide an improved method for forming a conductive polymer layer on an electrolytic capacitor from a polymerization solution. <P>SOLUTION: The method for forming a solid electrolytic capacitor includes: forming an anode; forming a dielectric layer by performing the anode oxidation of the surface of the anode; and forming a conductive polymer film on the anode subjected to anode oxidation by polymerizing a monomer under the presence of an oxidation polymerization catalyst.
