PROBLEM TO BE SOLVED: To provide packing for a secondary battery capable of sufficiently suppressing the infiltration of an electrolyte and the permeation of gas and steam without needing a large caulking force, and a secondary battery sealed by the packing. SOLUTION: This insulating packing for a secondary battery has at least one fluororubber layer and at least one fluororesin layer. This secondary battery is sealed by the packing.
