PROBLEM TO BE SOLVED: To improve efficiency in the operation of a user and a system manager to be originally solved in ID management by simultaneously performing ID management and certificate management in environment where a user authentication system based on an ID and a password and a user authentication system using a public key certificate coexist. SOLUTION: User information 361 input to an ID management device 110 from a user in registering, changing or deleting an account such as a user ID and attribute information is used for both account provisioning based on a registration request T1 to a service providing device 150 and certificate (including an attribute certificate) management based on a certificate issuance request T2 to an authentication station device 130.
