PROBLEM TO BE SOLVED: To halt route guidance display and speech guidance in the case of detecting the use of transportation during the use of a navigation system as one for pedestrians. SOLUTION: The on-board-cum-portable navigation system is provided with an attachment and removal detection means 15 for detecting the attachment of the on-board-cum-portable navigation system to a mobile body or its removal from the mobile body; a mode changeover means 16 for changing over between modes of the on-board-cum-portable navigation system; a moving speed detection means for detecting the moving speed of the mobile body to which the on-board-cum-portable navigation system is attached or the walking speed of a pedestrian carrying the on-board-cum-portable navigation system when the on-board-cum-portable navigation system has been removed from the mobile body; and a control means 18 for determining that the pedestrian carrying the on-board-cum-portable navigation system is moving by public transportation in the case that the walking speed of the pedestrian carrying the on-board-cum-portable navigation system when the navigation system has been removed from the mobile body is equal to a prescribed speed or greater.
