PROBLEM TO BE SOLVED: To provide an opening and closing actuator which is constituted of a plurality of conductive polymer actuators having a bimorph layer, constituted by laminating at least a cation-driving layer and an anion driving layer, each driven by electrochemical oxidation or reduction. SOLUTION: In the opening and closing actuator 60, which is constituted of the plurality of conductive polymer actuators, having a bimorph layer constituted by laminating at least the cation driving layer and the anion-driving layer, each driven by electrochemical oxidation and reduction; a first and a second conductive polymer actuators 40, 41 are arranged so as to face with each other having the cation-driving layer set inside; and each tip end part of the first and the second conductive polymer actuator 40, 41 can be jointed, to perform opening and closing action by the electrochemical oxidation reduction.
