PROBLEM TO BE SOLVED: To provide a technique discriminating the type or manner of an inclusion included in a material based on a picked-up image of the material. SOLUTION: This inclusion discrimination device for performing discrimination processing of the inclusion included in the material, based on the picked up image of the material comprises: an image acquisition section 101 for acquiring the picked-up image; a converting section 102 for converting the picked-up image into a brightness image; a first extraction section 103 for extracting a pixel having a brightness lower than a first predetermined brightness, of pixels included in the brightness image converted by the converting section 102; a first discrimination section 104 for discriminating the first inclusion included in the material based on the information about the pixel extracted by the first extraction section 103; a second discrimination section 105 for extracting a pixel having a brightness lower than a second predetermined brightness set higher than the first predetermined brightness, of pixels included in the brightness image converted by the converting section 102; and a second discrimination section 106 for discriminating a second inclusion included in the material, based on the information about the pixel extracted by the second extraction section 105.
