In order to further reduce variation in the maximum limited load by a seat belt load limiting mechanism composed of a torsion bar (13) and a shearing member (24), when a spool (9) rotates in the belt withdrawing direction (6) relative to a locking base (18), EA action only by shear deformation of the shearing member (24) is first conducted so that the entire EA load is only the EA load by the shearing member (24). After the EA load by the shearing member (24) becomes the maximum EA load (Fo), the seat belt (4) is withdrawn by a predetermined amount and the EA action by torsional deformation of the torsion bar (13) is conducted in addition to the EA action by the shearing member (24). Since the EA action only by the shearing member (24) is first conducted, it is possible to reduce variation in the maximum limited load during the shear deformation of the shearing member (24).
