An apparatus and a method for fabricating a spool type fender are provided to utilize the spool type fender as a shock absorber by installing a rubber plate in the spool type fender. A method for fabricating a spool type fender comprises the steps of installing a rubber plate in an inner mold, attaching a reinforcement steel plate(4) to a lateral side of the inner mold to form the fender, installing the fender in a press(15), vulcanizing the fender by supplying high-temperature steam to the fender, and releasing the fender from a mold. When the fender is installed in the press, an upper cavity plate(16) and a lower cavity plate(17) are installed at upper and lower portions of the fender and a side mold plate(18) is installed at a lateral side of the fender such that the fender maintains its shape.
