The invention relates to a manually-operated fastening clip (7) for joining two elements together in a removable and pivoting fashion, one of which elements carries the clip (7) and the other of which carries a short rod (4) forming the pivot pin. The clip (7) has a flexible lip (12) forming, together with two other rigid lips (10, 11), two elastic-clamping slits (14, 16) for the entrance into two housings (15, 17) respectively of the small rod (4) and then of a locking member (30). The flexible lip (12) prevents the small rod (4) from leaving its housing (15) as long as the locking member (30) connected to the clip (7) by elastic tongues (32) is in its housing (17). Application to devices for removable and pivoting connection of a tilting seat part (1) of a vehicle seat to a base part (5) connected to the body of the vehicle. <IMAGE>
