An electro-luminescent device and a method for manufacturing the same are provided to reduce process steps and cost by simultaneously firing an electrode and a dielectric layer formed on a substrate. A method for manufacturing an electro-luminescent device includes the steps of: forming an electrode(200) on an insulating substrate(100); forming a dielectric layer(300) on the electrode by using a green sheet method; firing the electrode and the dielectric layer at the same time; and forming a planarization layer(400) on the dielectric layer. The planarization layer is fired at the same time with the electrode and the dielectric layer. The dielectric layer is a lower dielectric layer. The insulating substrate is an insulated metal substrate or a glass substrate.
