A mobile communication system comprising a user plane controller (any of 42a, 42b, 42c) for controlling user data; a control plane controller (41) for controlling said user plane controller; and a radio base station apparatus (any of 6a, 6b, 6c) for carrying out radio communication, wherein said user plane controller is separated from said control plane controller, and said user plane controller is incorporated into said radio base station apparatus.
