<P>PROBLEM TO BE SOLVED: To decode high-quality image data by constituting an apparatus with less memories. <P>SOLUTION: In a seed data correcting section 18, seed data are corrected with the seed weight data of a weight to be added to the seed data to be origin for generating a conversion coefficient used for converting a DCT (discreet cosine transform) into a pixel value, and in a conversion coefficient generating section 14, the conversion coefficient is generated from the corrected seed data.
