A motion vector determining method is provided to select a list 0 motion vector as a motion vector for inducing a motion vector of a direct mode if two motion vectors indicate the same reference. If a co-located block located in a reference picture has only a list 1 motion vector, a list 1 motion vector is selected as a motion vector for inducing list 0 and list 1 motion vectors of a bi-predictive block. The selected motion vector is scaled based on a temporal distance between a current picture and the reference picture. After that, a motion vector of the bi-predictive block is induced based on the scaled motion vector. |
