PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which is small in variation of electrostatic charge potential and residual potential, prevents the occurrence of image defects such as black spots and dielectric breakdown, and can produce an electrophotographic image having high image density and good sharpness, and to provide a process cartridge using the electrophotographic photoreceptor, an image forming apparatus, and an image forming method. SOLUTION: In the electrophotographic photoreceptor having an intermediate layer and a photosensitive layer on an aluminum substrate, the aluminum substrate has an oxide film of the intensity ratio of the emission electron of an aluminum oxide and aluminum metal ranging from 1.7 to 7.0 by photoelectron spectroscopy on the surface and the intermediate layer contains a compound formed from a composition comprising the following X component (an inorganic oxide network forming compound), Y component (a metal-atom-containing organic network forming compound), and Z component (a binder network forming compound).
