PROBLEM TO BE SOLVED: To obtain a new solid polyelectrolyte which has high ionic conductivity equal to the ectrolytic solution even in the vicinity of room temperatures and has superior film-forming characteristics, flexibility and mechanical strength. SOLUTION: This solid polyelectrolyte is constituted of an organic polymer having a carbonate group as a functional group, an electrolyte and an organic solvent wherein the electrolyte is soluble. In this case, 500 pts.wt. or less of the organic solvent per 100 pts.wt. of the organic polymer are contained. It is preferable that this organic polymer is mutually cross-linked.
